It was 'Sweet Charity', a charity clothes shop, during the 1980s and 1990s

Kelly's Directory of 1932 and the 1976 directory both list number 3 as Harry Slater fishmonger (I believe this was the last fishmonger in Oxford outside the Covered Market).
